(a) If any difficulty arises with respect to the powers of Govern- bl. h t f 1 U · · · · · 1 · h ment. esta 1s men o t11e n1vers1ty or 1n connection wit 1 t e first 1neeting of any authority of the University, or other- wise in first giving effect to the provisions of this Act, the Goyern1:11ent may at any ti_me before any authority of the U~1vers1ty has been c~nstitute~, by order make any ap- po1nttne~t. or do anrth1ng, COJ?-SIStent so far as 1nay be with the pr~v1s1ons of this Act, which appears to it necessary or exped1ent for the purposes of removing the difficulty, and every _such order shall have effect as if such appointment ?r ac!1on had been 111ade or taken in the manner provided 1n th1s Act. · .
