The Chairman may authorise the Secretary orthe senior most member of the staff of the Commit- tee to keep with himself a permanent advance of a sum not exceeding Rs.50/- for incurring expen- diture on contingencies, which will be recouped by drawing regular bills after submission of proper vouchers for each item of expenditure already incurred.
