Powers and Functions of the Chancellor-There will be the following powers and functions of The Chancellor :- (i) The Governor of Bihar, shall be the ex-officio Chancellor of the University; (ii) The Chancellor shall preside ever the convocation function of the University in case of being available; (iii) Award, Honorary Degree or Privileges shall be conferred only after the approval of the Chancellor; (iv) Without prejudice to other provisions of this section the Chancellor may by order in writing annual any proceeding of the University Authority or an officer which is not in conformity with this Act, statute or the ordinances: Provided that before making any such order the Chancellor shall call upon, Authority or the concerned officer of the University to show cause why such an order should not be made, and, if any cause is shown within a reasonable time it shall be considered by The Chancellor. (v) The Chancellor shall have such other powers as may be prescribed in the Act or by the Statute. (vi) The Chancellor shall have the right to cause an inspection to be made, by such person or persons as he may direct, of the University, its buildings, laboratories, libraries, museums, farms, workshops and equipments and any institution, college or hostel maintained or administered by the University, of the teaching and other work conducted by the University or under its auspices and of the conduct of any other functions of the University and to cause an enquiry to be made in respect of any matter connected with administration and finances of the University. (vii) The Chancellor shall, in every case, give due notice to the University or the Board of his intention to cause an inspection or enquiry to be made, and the 25 बहार गजट (असाधारण), 29 अग# त 2016 University or the Board, as the case may be, shall on receipt of such notice, have the right to make such representation to the Chancellor, as it may consider necessary, within such period as specified in the notice. (viii) After considering the representation, if any, made by the University or the Board or any other institution, the Chancellor may make such inspection or inquiry as referred to in sub section (1). (ix) Where an inspection or inquiry is conducted by the Chancellor, the University or the Board shall be entitle to appoint a representative who shall have the right to be present and be heard at such inspection or inquiry. (x) The Chancellor shall communicate to the University or the Board with reference to the result of such inspection or inquiry along with his views thereon and such advice as the Chancellor may be pleased to offer upon the action to be taken thereon, and may, after obtaining the opinion thereon of the University, advice or direct the University to take necessary action fixing a time limit; (xi) The University shall, within the time limit so fixed, report to the Chancellor the action which has been taken or is proposed to be taken on the advice tendered by the Chancellor. (xii) The Chancellor may, where action has not been taken by the University to the satisfaction of the Chancellor within the time limit fixed and after considering any explanation furnished or representation made by the University, issue such directions as the Chancellor may think fit and the University shall comply with such directions. (xiii) Notwithstanding anything contained in the preceding sub-sections of this section, if at any time the Chancellor is of the opinion that no accurate action is being taken in any of the matters of the University or not being taken in view of the provisions of this Act, and the statutes and regulations or the special measures desirable to maintain the standards of university teaching, examination, research or extension, he may issue show cause to the University and call upon the University to offer such explanations, within such time as may be specified by the Chancellor. If the University fails to offer any explanation within the time specified or offer an explanation which, in the opinion of the Chancellor, is unsatisfactory, the Chancellor may issue such instructions as appear to him to be necessary and desirable in the circumstances of the case and may exercise such powers as necessary for giving effect to those instructions. (xiv) The University shall furnish such information relating to its administration to the Chancellor as it may be required by him. Chapter-III AUTHORITIES OF THE UNIVERSITY
