Admission to the University - (1) The University shall, subject to the provisions of this Act and the statutes, be open to all persons irrespective of caste, race, religions or class. Provided that nothing in this section shall require the University to admit to any course of study any person who does not meet the prescribed academic standards for admission or to retain on the rolls of the University persons whose academic records are below the minimum standard required for the award of a degree or whose personal conduct is such as to be inimical to the purpose of the University or to the appropriate rights and privileges of other students and staffs: Provided further that nothing in this section shall be deemed to require the University to admit to any course of study larger number of students than can be accommodated in the available faculties of the University or of any particular college or Department as determined by the Academic Council. 23 बहार गजट (असाधारण), 29 अग# त 2016 (2) Subject to the provisions under sub section (1), the University shall reserve seats for scheduled castes, scheduled tribes and other categories specified by the Government, provided that such person shall have the qualifications and standards prescribed for that category. 7.Powers and functions of the University -There will be following powers and functions of The University :- (i) To provide for undergraduate and postgraduate instructions in Veterinary and Animal Science & Technology as defined and other allied branches of learning as the University may deem fit; (ii) To provide for conduct of research in Veterinary and Animal Science & Technology and allied branches of learning; (iii) To provide for dissemination of the findings of research and technical information through an extension education programme; (iv) To institute courses of study and hold examinations for and confer degrees, diplomas and other academic distinctions on persons who have pursued a prescribed course of study or research or both in the University including part courses and / or research carried out in any other University or recognized institutions for the purpose; (v) To confer honorary degrees and other distinctions as may be prescribed; (vi) To provide training for field workers, village leaders and other persons not enrolled as regular students of the University; (vii) To collaborate with other Universities and institutions in such manner and for such purposes as the University may determine, subject to the limitations set forth in sub-section (4); (viii) To establish and maintain colleges, schools, centres, departments and institutions relating to veterinary sciences, animal husbandry, fisheries, dairy technology, poultry and allied sciences; (ix) To establish and maintain laboratories, veterinary clinics, farms, libraries, research stations and institutions and museums for teaching, research and extension education; (x) To create teaching, research and education extension posts and to appoint competent persons to such posts subject to prior approval of State Government; (xi) To create administrative and other posts and to appoint competent persons to such posts subject to prior approval of State Government; (xii) To institute and award fellowship, scholarships, stipends and prizes in accordance with the statutes; (xiii) To institute and maintain residential accommodations for students and staff of the University; (xiv) To fix and receive such fees and other charges in such manner as may be prescribed; (xv) To supervise and control the residence, conduct and discipline of the students of the University and to make arrangements for promoting their health and welfare; (xvi) To appoint, on contract or otherwise, Visiting Professors, Emeritus Professors, Consultants, Scholars and such other persons who may contribute to the advancement of the objects of the University; 24 बहार गजट (असाधारण), 29 अग# त 2016 (xvii) To determine the service conditions of all categories of staffs, including their code of conduct; (xviii) To determine standards of admission, including the examinations, evaluation or any other method of testing for the University and constituent colleges of the University; (xix) To receive benefactions, donations and gifts and to acquire, hold, manage and dispose off any property, movable or immovable, including trust and endowment properties for the purpose of the Universitys: Provided that no immovable property shall be disposed off except with the prior approval of the State Government; (xx) To lend and borrow with the approval of the Board and in the matters related to borrowing money for the purpose of the University on the security of the property of the University prior approval of the State Government shall be obtain; (xxi) To initiate measures to enlist co-operation of industries and Government to provide complementary facilities; (xxii) To further entrepreneurial ability among its teachers and students; (xxiii) To educate the public with regard to the requirement of opportunities in the profession of animal science and technology; (xxiv) To do all such works whether incidental to the powers aforesaid or not, in order to further the objects of the University;
