Cog niza nc e o f offe nce s, e tc .—(l) No court shall take cognizance of an offence punishable under this Act except upon complaint in writing made by the Controller or an Assistant Controller authorised in this behalf by the Controller by general or special order. (2) No court inferior to that of a Magistrate of the first class shall try any offence punishable under this Act.
