(1) The Council may punish or dismiss a , person an d dismissalappointed under sub-sections (1) and (2) of Section 14, after of official of be has been given a reasonable opportunity of showing the Council. c a u s e a ga in s t the action proposed to be taken in regard to him : Provided th a t previous sanction of the State Government shall be necessary in the case of a person appointed under sub-section (1) of Section 14 ; TH E AS SA M GA ZETTE, EX TR AO RD INAR Y JUNE 10, 1980 121 Provided further that a person appointed under sub section (2) of Section 14, shall have a right of appeal to the State Government against an order under this Section within one month from the date of the communication of the orde r to him. (2) The power to punish conferred by sub-section (1) shall be deemed to include the power to suspend an officer. (3) The power to dismiss conferred by sub-section (1) shall be deemed to include the power to suspend any person against whom the power of dismissal might be exercised, pending inquiry into his conduct.
