(1) With the previous sanction of the State Govern- Of Reg istrar m e n t t p e Council— an d othe r officials. (a) shall appoint a Reg istrar ; (b) may grant leave to such Registrar and appoint a person to act in his place ; and (c) shall pay to the Registrar and to the person if any appointed to act in his place such salary and such allowances as the Council may determ ine from time to time. (2) The Council may appoint such oth er officers and such ministerial and class—IV staff as it may con sider necessary7 for the purposes of this Act, and shall pay them Such salary and allowances if any as the Council may determine. (3) The Registrar or the persons appointed to act in his place shall act as Secretary of the Council. (4) Every person appointed under sub-sections (1) and (2) shall be deemed to be a public servant within the meaning of Section 21 of the Indian Penal Code. Punishment
