(1) Any landlord, in respect of whose estate arrears of a record-of-rights for [all or any class or classes of rent un de r t c n a n ts]i has been prepared may apply to the [State ca te proce- Government] 2, through the D puty Commissioner of du re in cer- the district in which the estate is situate, for the ta in areas, application of the procedure provided by the Bengal Public Demands Recovery Act, 1913, to the recovery of the arrears of rent which, he alleges, may accrue or are due to him from such [tenants] . (2) '1 he [State Government]2 shall specify the terms and conditions on which such applications may be allowed and shall allow any such application, when such terms and conditions are satisfied. Such terms and conditions may be added to or varied by the [State Government]2 from time to time as may be necessary, and the [State Government]2 may with­ draw its allowance of the application if it appears that the terms and conditions are not being complied with.
