On such transfer, the institu tions, works or development schemes shall vest in the Anchalik Panchayat and all rights and liabilities which are enforceable by or against the State Government in relation to such institutions, works or development schemes under any contract or agreement or otherwise, shall be enforceable by or against the Anchalik Panchayat.” T I Am endn,ent
