After the expiration of seven years from the commencement of this Act no dispensary, hospital, infirmary or lying-in hospital shall employ any person as a nurse, midwife or health visitor unless he is registered under this Act or is under training in an institution recog- nised by the Council : Provided that the (State] t Government, on the advice of the Council, may exempt for such period and on such terms as it may fix any such dispensary, hospital, infirmary or lying in hospital from the operation of this section.
