The Civil Surgeon of the district or such other person as may be appointed by the Council shall in consultation with the local authorities and subject to prescribed conditions and restrictions, exercise general supervision over nur&es, midwi\·es and health visitors within the district and exercise and perform such other powers and duties as may be prescribed.
