(1) The Committee shall determine the manners and procedures in conducting its meeting. (2) One third of the members of the Committee shall form a quorum. (3) The Chairman and in his absence any member of the Committee shall preside over the meeting. (4) Any matter coming before the Committee for its decision shall be decided by a majority of votes of the members present and voting. (5) The Member-Secretary of the Committee shall have no voting right in the meeting. Appeal.
