(t ) The University shall have a Fund to be known as 'Madhabdev University Fund" to rr,hieh shall be credited all its income, fees, fines, contributions, donations, loans and sdvances frorn any other sources. Thc LJniversity may also crgate by Ordinance made in this behalf . one or morc sepanatc spocial funds for the adminietration 'of enrlowmsnts, trusts or other grants .for specific purposos. The $tate Covernment shsll for the purpose of this Act, conribute annually to the Uuiversity Fund so as to €mable the UnivaSsiq' run smoothly and cfficiently- The Statement of Accounts of every completed financial year shall be placed for consideration of the Court.together whh the Audit Report in the next yaar. For this purposc tfte acc,ounts shall be audited by a firm of Charted Accountatts subject to ovenall Audit Scrutiny by the Accountant Gerreral, Assan. Such Annual Staterncnt of Accounts shall; togefier with copics of the audit repon, be submittd through the Executive Council, to the Court aud to rhe Stetc Govemment and thereupon the State Govemment may publish the same in the OfficialOazette. The Finance Co.rnmittee of the Univeruily shall conduct half, yearly internal audh and the report of such audk shall be submitted to the State Governrneut regularly. Notwithstanding anything contained hereunder, the Statc Qovcrnment shall have power when deemed neces"tatry to ordcr an audit of tlrr ac$ounts of the tJniversity. The Universiry* shall obtah prior appmval fiorn the Finance (Budger) D€partment of the Statc Covercment for opening any account in a Nationalised Bauk or nny other Bank. Thc operation of such Account by the Uiriversity shall be as per approvdls accorded from time to tirne by the said Department. Subject to the provisions of this Act, the Statrrtes may provide for all/any of the following matters, uamcly:- .(i) the conferment of honorary Degrees; (ii) the lnstitution of Fellowships, Scbolarship, Exhibhion and prizes; (2) (3) (l) Aocouut and Audit.
