If any difficulty arises in giving effect to the provisions o f this Act, the difficulties State Government may by order, published in the O fficial Gazette, as the occasion may require, do anything, which appears to it to be necessary to remove the difficulty : Provided that no order shall be made after the expiry o f a period of two years from the date of commencement o f this Act.
