Amendment of Section 21 o f tfae Assam Act X of 1953.— For Section 21 of the Principal Act, the following shall be sub stituted, namely:— “ 21. The State Government may prescribe the conditions under which licenses may be issued for the manufacture, import, transport, sale or possession of liquor on the ground that such liquor is required by such person for a bona fidt m edicinal, scientific, industrial, religious or such like purpose or for sale to permit holders under Section 20” .
