(1) The Board shall provide water meters to measure the consumption of water by any person using water supply and, until the contrary is proved, it shall be presumed that the quantity of water shown by the meter has been consumed: Provided that the Board may in its discretion permit a consumer to use his own water meter subject to the approval of the Board.
