The Board, on payment by the agency responsible for fire services, fix hydrants on water mains (other than trunk mains) at such places as may be convenient for supply of water for extinguishing any fire which may break out and shall keep these in order: Provided that the Board may in public interest allow water to be taken or extinguishing fires from any pipe on which a hydrant is fixed, by the agency responsible for fire services, without any payment.
