For sub-section (J) of Section 5 of the principal Act, following shall be substituted, namely:— ''(J) to maintain Colleges and Halls to affi liate Degree Colleges and Halls not main tained by the University and to withdraw such affiliation.” Insertion of sub-section (12) in sec tion 8 of the Assam Act XVI of 1947,
