'Government under Section 29, shall perform only such functions under this Act as are specifically notified by the Government for the purpose of holding of the first general election of the Councillors and conven ing of the first meeting of the Corporation for the election of Mayor, Deputy Mayor and Members of Standing Committees under Section 15 and for convening of the first meeting of the Standing Committees for electing Chairman and Deputy Chair man under Section 26 and shall thereafter perform all functions of the Commissioner under the Act.
