(1) The State Government shall prescribe by rules the principles for assisting the District Council in the management and maintenance of Elementary Schools and place amounts at the disposal of the District Council in accordance with those rules from time to time. (2) In autonomous districts the amount so received shall be deposited in the Fund of the District Council under a separate head 'Elementary Education' and the amount so received shall be applied for the purposes enumerated in section 9.
