As soon as this Act comes into force, the through localmanagement of elementary schools shall, subject to authorities s u c h conditions as may be prescribed, vest in the local ^u nc ih trlC t authorities of the area concerned : Provided that nothing in this section shall pre clude the right of minorities whether based on religion or language or any private body from managing their own schools. _
