(1) It shall be the duty of the Chairman and Vice-Chairman to see that the provisions of this Act and the rules and regulations made there under are duly observed and the decisions of the State Board are duly implemented by the Secretary of the State Board and they shall have all the powers necessary for this purpose. (2) The Chairman snail have power to direct the Secretary to convene a meeting of the State Board. (3) When any emergency arises in course o f the administrative business of the State Board which, in the opinion of the Qhairm an, requires an immediate action, he shall take such action as he deems necessary and report his action to the Board at its next meeting for approval. (4) The Chairm an and the Vice-Chairman shall exercise such oth er powers as may be prescribed.
