(1) Ordinary meeting—The State Board shall the State meet not less than twice a year, but six months shall B oard- not ordinarily intervene between two successive meerings. o V (2) Special meetings—The Secretary of the State Board may, at any time, and shall upon requisi­ tion made by not less than one-third of the non-official members of the Board, and on a date not more than twenty-one days of the receipt of such requisition, call a special meeting o f the Board. (3) The Chairman and in his absence the Vice-Chairm an shall preside over the meeting of the State Board, and in the absence o f both the members present shall elect one of them to preside over the meeting.
