(1) The State Government may, after previous publication in the Official Gazette, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing powers such rules may provide for all or any of the following matters, nam ely: — (i) laying down terms and conditions of service of teachers of Elementary Schools including conduct and discipline of teachers ; (ii) laying down powers and duties of the Secretary of the State Board required to be prescribed under section 13 ; (Hi) manner of placing f unds by the State Board at the disposal ol’ lccal authorities and other autho ri ties constituted under this Act; (iv) manner of making payments including scholarships by the State Board : (&) laying down the R„ies of Business of the State Board 5 («) fixation of rates of -etirement benefits, gratuity and contribution to P.u nden t Fund of the employees of the State Board , (w'i) laying down conditions of drawal and fixation of rates of travelling an d other allowances to members and officers of the State Board ; (viii) payment of other liability that the Stttc Board is legally liable to pay ; (£*) manner of preparing the annual budget estimates by the State Foard ; (x) laying down conditions under which manage ment of elementary schools shall vest in the local authority ; (xi) laying down the form of register of children to be maintained by a local authority ; (x»t) laying down conditions under winch adm ini- stiation of elementary education has to be carried out in the Autonomous Districts 5 124 (xiii) laying down conditions for placing oi funds with different authorities constituted under this A ct; (xiv) manner of disbursing of funds by a local authority or by any other authority constituted under this A ct; (xv) terms and conditions of service of the establishment of the local authorities ; (xvi) payment of retirement benefits, gratuity and contribution to the Provident Fund in respect oi the employees of the local authorities constituted under this A ct; (xvii) fixation of rates of travelling and other allow ances to the officers and establishment of the local authoiities : (xviii) conditions of payment of other liabilities that a local authority has to make ; (xix) manner of keeping accounts by a local authority, a District Council, the Assistant Secretaries and by the Block Development Officers ; (xx) laying down conditions of taking over of assets of the School Boards by a local authority ; (xxi) fixation of standard upto which no fees are la be charged ; (xxii) fixing the limits of the age for a child ; (xxiii) manner of preparation of details as required under section 45 ; (xxiv) fixation of powers, duties and responsibilities of the Attendance Authorities ; (xxv) fixing time and manner of serving attendan ce order on guardians ; and (xxvi) manner of advising the Assistant Secretary under sub-section (4) of section 16. (3) All rub s made under this section shall be laid for not less than fourteen days before the Assam Legislative Assembly as soon as possible, after they are made and shall be subject to such modifications as the Legislative Assembly may make during the session in which they are so laid or the session immediately following.
