(10) an 1) @ €} “) &) @ provision regarding fee to be charged from students; and provision regarding number of seats in different courses or programmes of study. ’ The First Statutes of the University shall be made by the Sponsoring Body of the University and shall be submitted to the State Government for approval; The State Government shall consider the First Statutes submitted by the Sponsoring Body of the University and shall give its approval thereon within two months from the date of its receipt and with such modifications, if any, as it may deem necessary; The Sponsoring Body shall communicate its agreement to the First Statutes as approved by the State Government, and if it desires not to give effect to any or all of the modifications made by the State Government under sub-section (2) above, it may give reasons therefore and after considering such reasons the State Government may or may not accept the suggestions made by the Sponsoring Body; The State Government shall publish the First Statutes, as finally approved by it, in the Official Gazette, and thereafter, the First Statutes shall come into force from the date of such publication. The subsequent Statutes, if any, other than the First Statutes, shall be made by the Board of Management with the approval of the Governing Body. Subject to the provisions of this Act and the Rulgs made thereunder, the subsequent Statutes of the University may provide for any or all of the following matters, namely:- (2) creation of new authorities; {b) accounting policy and financial procedure; {c) representation of teachers in the authorities of the University; (d) creation of new position in the membership of any of the authorities; (e) creation of new Faculties/Departments/Centres of study/academic programme; (f) institution of new medal or prizes; (g) creation of posts and procedure for abolition of posts; (h) revision of fees; 9684 THE ASSAM GAZETTE, EXTRAORDINARY, OCTOBER 13, 2022 () revision of Seat numbers in the academic Pprogrammes; @) any other matter not included in this list but within the Provisions of this Act and the Statutes. The.Filst 21, Subject to the provisions of this Act or the Rules or Statutes made Ordinances, thereunder, the First Ordinance may provide for all or any of the following matters, namely:- 1) !’rocedure for the admission of students to the University including provision regarding the policy of admission, including regulation of reservation of seats; (2) Conditions for the award of fellowship, scholarship, studentship or freeship, medals and prizes; (3) Conduct of examinations, including terms of office and manner of appointment and the duties of the examining bodies, examiners and moderators; 4) Feetobe charged for the various categorics of examinations or for various courses offered by the University, for certificates, degrees or diplomas; (5) Conditions of residence of the students of the University; (6} Provision regarding disciplinary action against the students of the University if and when necessary; (7)) Menner of cooperation or collauoration with any other University/institution; (8) The procedure for arbitration in case of disputes between officers, teachers, employees and students; and 9 Any other matter not included in the above list which by this Act or Statutes made thereunder, are required to be provided by the Ordinance. Procedure for 22 (1) The First Ordinance of the University shall be made by the Making the Vice-Chancellor which after being approved by the Board of Ordinanges. Management, shall be submitted to the State Government, for approval.
