(1) The State Commission may, by notification, make regulations consistent with this Act and the rules make thereunder to carry out the purposes of this Act. (2) ln particular and without prejudice to the. generality of the foregoing power, such regulations may provide for all any of the following matters, namely:- (a) the powers and the duties of the Secretary under sub-section (1) of section 237; (b) the salary and allowances and the other terms and conditions of service Power of seizure. Cognizance of offences. Inconsistency in laws. Delegation. Overriding effect. Power of State Government to make rules. Power of State Commission to make regulations. of the Secretary and the other officers and other employees under sub- section (3) of section 237; (c) the terms and conditions of appointment of consultants under sub- section (4) of section 231; (d) the manner in which the rates of user charges shall be determined under section 243; (e) any other matter which may be, or is required to be, provided by regulations.
