(1) A Registrar who shall act as a Secretary of Council and such other person as deems necessary shall be appointed by the State Council. The salary, pay and other allowances and other service conditions of the Registrar and other employees of the State Council shall be such as may be prescribed by the State Council with the previous approval of State Government.
