lncorporation: (1) The first Chancellor and the first Vice- Chancellor of the University and the first members of the Board of Managementand the Academic Counciland allpersons who may hereafter become such officers or members, so long as they continue to hold such office oI membership, are hereby constituted a body corporate by the name of HIMALAYAN University, ltanagar, Arunachal Pradesh. (2) The University shall have perpetual succession and a common seal and shall sue and be sued by the said name. (3) The University shall situate and have its headquarters at ltanagar, Arunachal Pradesh. (4) The University shall be autonomous body. 4, Powers and functions of the Unive6ity : The University shall have thefollowing powers and functions, namely:- (i) to provide for instruction in the disciplines specified but not limited in Schedule and to make provisions for research and for the advancement and dissemination of knowledge; (ii) to grant, subject to such conditions as the University may determine, diplomas or certificate, and conferdegrees or other aca- demic distinctions on the basis of examinations, evaluation to any other method oftesting on persons, and to withdraw any such di- plomas, certificates, degrees orotheracademic distinctions for good and sufflcient causei 261 (iii) to organize and to undertake extra-mural studies and extension service; (iv) to confer honorary degrees or other distinctions in the manner prescfibed; (v) to provide instruction, including conespondence and such other courses, as it may determlne; (vi) to institute Professorships, Readerships, Lectureships and other teaching or academic posts required by the University and to make appointrnent thereto; (vii) to create administrative, academically and other posts and to make appointments thereto; (viii)to appoint persons working in any other university or organization having specific knowledge permanently orfor a specified period; (ix) to co-operate, collaborate or associate with any other university or authority or institution in such manner and for such purpose as the University may determine; (x) to establish study centers and maintain schools, institutions and such centers, specialEed laboratories or other units for research and instructions as are in the opinion of the University, necessary for the furtherance of its object; (xi) to insttute and award fullowships, scholarships, studentships, medals and prizes; (xii) to establish and maintain hostels for students of the University; (xiii) to make provisions for research and consulbncy, and for that purpose to enter into such arrangements with other institutions or bodies as the University may deem necessary; (xiv) to determine standards for admission into the University, which may include examination, evaluation or any other method of testing; (xv) to demand and receive payment offees and other charges; (xvi) to supervise the residences ofthe students ofthe University and to make arrangements for the promotion of their health and general wetlare; 262 (xvii) to make special arrangements in respect of women students as the University may consider desirable, (x/iii) to regubte and enforce discipline among the employees and students of the University and take such disciplinary measures in this regard as may be deemed necessary by the University; (xix) to make arrangements for promoting the health and generalwelFare ofthe employees of the University; (xx) to receive donations and acquire, hold, manage and dispose ofany movable or immovable property. (xxi) to borrow money with the approval of the Sponsoring Body for the purposes of the University ; (xxii) to mortgage or hypothecate the property of the University with the approvalofthe Sponsoring Body ; (xxiii) to establish examination centers ; Counseling c€nters; information centers ; (r<iv) to set up off campus cenhe or information centers within the State ofArunachal Pradesh and/or any part of lndia and Abroad ; and (xxv) to do all such other acts and things as may be necessary incidental or conducive to the attainment of all or any of the obiects of the University. (xxvi) to establish a campus at ltanagar in the SEte of Arunachal Pradesh and to have atfiliated institutions, colleges, schools, and approved study centers Academic Centers, off Campus program Centers / lnstitutions and to establish Regional Campus(es) at different places in lndia and other countries. (xxvii) to create higher levels of intellectual abilities. (xxviii) to establish state of the art facilities for education, training and research. (xxix) to offer programs through multi modalform of educatioo. (xxx) to institute degrees, diplomas, certificate and other academic distinctions on the basis of examination, or any other mode of evaluation and assessment as laid down by the acedemic council. (x)o(i) to ensure that the standard of the degrees, diplomas, certificate and other academic distinctions of high standard. 263 ()oodi) to offercontinuing distance education both formaland /or informal ()oqiii) to confer honorary deg rees and other academic distinctions in the manner laid down in the statutes. (xqiv) to encourage and promote research acwites and set up independent research institutions for pure and applied research, and institute awards and fellowship at institutions other than the University for underhking research. ()oory) to afiliate orcolhborate with any other college or university, research institution, industry association, professional association or any other organization, in lndia or overseas, or conceptualize, design and develop specific educational and research programs, training programs and exchange programs forstudents, faculty members and others. ()C/J(VD to recognize the various courses and programs offered by the individuals, institutions, and organizatioDs in various streams of education offered in the multimode methodology of teaching. ()ooi) to undertake surveys, studies and consultancy for any organization in lndia or overseas. (Dfrviii) to undertake programs of the training and development of faculty members of the University and other institutions in lndia or overseas. 0oodx) to undertake collaborative reseafth with any organization in India or overseas, and undertake commerciali2ation of technologies. (XL) to develop, register and license all forms of intellectual property righb, including, inter alia, trademarks, copyrights, know-hovv and patents etc. (XLl) to conceptualize, design, develop and comrilercialize various products, equipment and machinery as part of the research ani, development activity. (XLll) to provide "Education For All" which includes Formal modes of instruction keeping in view the literacy and the educational needs of deprived sections of the society by estabtishing informal educational centers in and outside the State ofArunachal Pradesh, to achieve cent per cent literacy and education at least up to the level of Matriculation. 264 (XUll) to bring higher education within the reach of Majority of the youth aspiring higher qualification and/or research by a network of formal institutions such as regional campuses, off-campus programme centers and academic centers throughout the country in accomplishment of the prime objective "Desired Education ForAIl". (XLM to encourage sports, cultural, extra curricular and co-curricular activities for students and staff. (xLV) to do all things necessary or expedient to promote the above ob.iectives. (XLM) to pursue any other objective as may be approved by the Board.
