Definitions:- In this Act, unless the context otherwise requires, - (a) "AlCTE" meansAll lndia Councilof Technical Education established underAll lndia Councilof Technical EducationAct, 1987 (CentralAcl No.52 of 1987); (b) "CSIR' means the Council of Scientific and Industrial research;t{ew Delhi- a funding agency of the Central Govemment; (c) 'DEC'means the Distance Education Council establ,shed under section 28 of lndira Gandhi National Open UniveEity Act, 1985 (cenkalAot No. 5o to rsesl; (d) "Distance education' means education imparted by combination of any two or more means of communication, viz broad casting, telecasting, correspondence courses, seminars, contact programmes and any other such methodology; (e) "DST" means the Department of Science and Technology of the . CentElGovemment; (D "employee" means a percon appointed by the University to work in the University and includes teachers, officers and other emplayees of the University; (g) "fee" means collection made by the University from the students by whatever name it may be called, which is not refundablei (h) 'Govemmenf means the Slate Govemment ofArunachal Pradesh; (i) "higher education" means study of a curriculum or course for the pursuit of knowledge beyond 10+2 level; 258 (j) "hostel' means a place of residence for the studenb of the University, or its colleges, institutions or centers, maintained or recognized to be as such by the University; (ll) 'ICAR' means the lndian Council of Agriculture Research, a society registered under the Societies Registration Act, 1860 (CentralAct No. 21 of 1956); (l) 'MCl" means Medical Council of lndia constituted under section 3 of the Indian Medical CouncilAct, 1956 (CentralAct No. 102 of 1956); (m) "NAAC" means the NationalAssessment and Accreditation Council, ' Banglore an autonomous institution of the UGC; (n) "NCTE" means the National Council of Teacher Educatjon constituted under section 3 of the National Council of Teacher Education Act, 1993 (CentralAct No. 73 of 1993); (o)'ofi campus centea means a centre of the University established by it outside the main campus operated and maintained as its constituent . -_ unit, having the University's complement of facilities, faculty and staffl (p) 'PCl' means Pharmacy Councilof lndia constituted under section 3 of the PharmacyAct, 1948 (CentralAct No. 8 of 1948); (q) "prescribed' means prescribed by Statutes made under this Act; (r) "regulating body" means a body established or constituted by or under any law for the time being in force layrng down norms and @nditions for ensuring academic sEndards of hrghereducation, such as UGC, AICTE, NCTE, MCI, PCI, NAAC, ICAR, DEC, CSIR, etc, and includes the State Government; (s) " rules" means the rules made under thisAct; (t) "schedule" means the Scheduleto this Act; (u) "sponsoring Body" means the Jeen Foundation, New Delhi a non- profit company registered under section 25 of the companies Act 1956 having its registration number ; (v) "Satutes", "Ordinances' and "Regulations' mean respectively, the Statutes, Ordinances and Regulations of the University made under this Act; (w) (x) (v) (z) (aa) (ab) (ac) (ad) ,EO 'student of the University" means a person enrolled in the University iortaking a course of study for a degree, diploma or otheracademic distinction duly instituted - by the University, including a research degree: 'study centre" means a centre established and maintained or recognized or approved by the University for the purpose of advrsing, counseling or for rendering any other assistance required by the st-rdents in the context of distance education; located \Mithin or outside the State ofArunachal Pradesh in lndia and abroad. Such centers shall be designated as Academic centers and shall function independently within the framework of the University rules and regulations; "teacher' means a Professor, Reader, Lecturer or any olher person required to impart educaton or lo guide research or to render guidance in any other form to the students for pursuing a course of study of the U niversity; "UGC' means the University Grants Commission, established under section 4 of the University Grants Commission Act, 1956 (Central Act No. 3 of 1956); and "Universih/ means the HIMALAYAN University, ltanagar, Arunachal Pradesh. 'Counseling Cente/'means a centre established and maintained or recognized by the University for the purpose of advising, counseling orfor rendering any other assistance required by the students in the context of distance education: "Affiliation" means and includes recognition of institutions,colleges and schools, association oflnstitutions, Colleges and schools Dcated in or outside the State ofArunachal Pradesh including overseas, and admission of such institutions, colleges and schools under the University for the purpose of conducting the formal and informal educational, professional and vocational programs of the University. "Course' includes programs and courses of studies imparted in the formal mode and / or in the informal (nonjormal)/ distance education mode and / or in the virtual campus in the institution, college, school and/ or Study Centre of the University. 260 (e) "OFF-Campus program center" means and includes an institutions, college, s-chool in or outside Slate of Arunachal Pradesh or in any ',. part of lndia or abro€d authorized by the University in witing tc conduct all or any number of programlcourses offered by the University according to the rules and regulations as prescribed by the University and /or terms and conditions as may be specified by the University and agreed upon by the Institution, College or School. (aD "Regional Campus" means the campus of the University Colleges, lnstitutions and Schools located in and outside ltanagar, inside the Slate of Arunachal Pradesh or in any part of lndia and/or abroad. Such regional Campuses for convenience shall be properly designated. (ag) "Virtual Campus" includes the education/courses/programs provided to students through E-learning^,vebsite/CD-ROM etc.
