TransitionalProvisions: Notwjthstanding anything contained in any other provisions of this Act and the statutes made thereunder: (1) The nrst Registrar, first Vice-Chancellor, first Directol first Dean and first Chief Finance Office4 if any shall be appointed by the Chancetlor; 363 (2) lt shall be duty of the Sponsoring body to make direction and arrangement for constituting the Board of Governors, Board of Management, Finance Committee, Academic Senate, Board of Appointment and other authorities of the University, by notification. (3) The Registrar may, with the approval of the Chancellor and subject to availability of funds, discharge all or any of the functions of the University for the purpose of carrying out the provisions of the Act and the Slatutes and for that purpose may exercise porvers or perform any dutles which by this Act or Statutes are to be exercised or performed by any authority of the Universlty untilsuch authority comes into existence in the manner provided by this Act and the Statutes. (4) The first Registrar shall, in consultation with the Chancellor, make such $atutes as may be necessary for the functioning of the University and submit it to the competent authority for approval. (5) Notwithstanding anything contained in this Act and until such time an authority is duly constituted under the Act, the Chancellor may appoint any officer or constitute any committee lemporary to exercise and perform any of the powers and duties of such authority under this Act.
