The Commissioner - (1) The Commissioner shall be the Chief Executive and whole time officer of the Commissionerate and he shall implement the decisions of the Governing Council and shall exercise such other powers and perform such other functions as may be delegated to him from time to time, by the Governing Council. (2) The Commissioner shall exercise general control and supervision over the dispensaries and hospitals in the effective performance of their functions under this Act or the regulations made thereunder.
