University open to all persons - The University shall subject to the provisions of this Act and the statutes, be open to all persons; but nothing in this section shall be deemed to required the University to admit to any course of study a larger number of students than may be prescribed: Provided that the Government may reserve seats in Colleges under the University for the members of the Socially and Educationally Backward Classes, the Scheduled Castes and the Scheduled Tribes as specified under articles 341 and 342 of the constitution of India in accordance with such principles as may, from time to time be determined by the Government in this behalf.
