The Rector - The Rector shall be appointed by the Executive Council on the recommendation of the Vice-Chancellor. He shall exercise such powers and perform such duties as may be prescribed by statutes or delegated by the Vice-Chancellor. (2) Where the Executive Council does not accept the recommendation of the Vice-Chancellor, the matter shall be referred to the Chancellor whose decision thereon shall be final and binding on the Executive Council and the Vice-Chancellor.
