Trial of offences - (1) All offences under this Act are triable by a Judicial Magistrate of First Class. (2) Notwithstanding anything contained in sub- section (1), no court shall take cognizance of an offence punishable under this Act except with the previous sanction of the Council or of an Officer authorized by the Council in this behalf.
