Effect of preliminary scheme - On the day on which the Preliminary Scheme comes into force,— (1) all lands required by the Authority shall, unless it is otherwise determined in such scheme, vest absolutely in the Authority free from all encumbrances; (2) all rights in the original plots which have been re-constituted into reconstituted plots / land shall be determined and the final plots / land shall become subject to the rights settled by the Planning Officer.
