State Seed Testing Laboratory - The Government may in consultation with Controller and by notification,- (a) establish one or more State Seed Testing Laboratories or declare any seed testing laboratory in the Government or non- Government sector as a State Seed Testing Laboratory where analysis of cotton seed shall be carried out under this Act in the prescribed manner; (b) Recognizes one or more seed testing laboratories as referral seed testing laboratories for the purpose of referral analysis in the manner prescribed.
