Functions of Controller - (1) The Controller appointed under this Act shall perform the following functions- (a) mandatory registration of cotton seed firms which are engaged in trade of cotton seed duly indicating the production aspects and areas of operation etc., (b) Payment of compensation to the farmers; (2) The Controller shall advice the State Government on matters relating to,- (i) regulations of sale of cotton seed by way of compulsory DNA finger printing test or genetic purity test; and (ii) such other matters as assigned by the Government.
