1. This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).
2. Heard learned counsel for the Petitioner as well as learned Additional Standing Counsel for the State-Opposite Parties. Perused the writ application as well as the prayer made therein.
3. The Petitioner has filed the present writ application with the following prayer:
“The petitioner most respectfully prays that this Hon'ble Court may graciously be pleased to admit / allow this writ petition and after hearing the parties to direct the O.P for disbursement of arrear salary under Annexure 1 series.
AND Pass such other order (s) / direction (s) / writ (s) as are deemed just and proper in the bonafide interest of justice.”

Learned counsel for the Petitioner at the outset contended that although the Principal PSHSS, Bangomunda has sent a salary bill vide order dated 26.09.2025 to the Office of the Director DHSE, Odisha, Bhubaneswar-Opposite Party with regard to arrear salary of the present petitioner, however no final decision has been taken on such arrear salary bill by the Opposite Party. A copy of the letter dated 26.09.2025 has been filed along with the present application as Annexure-1. Challenging such inaction of the Opposite Party to take a final decision and to release the arrear salary of the present petitioner, the Petitioner has approached this Court by filing the present writ application.

Learned counsel for the State on the other hand contended that in the event the salary of the Petitioner is still pending, he will have no objection if this Court directs the Opposite Party to take a final decision on such arrear salary, in accordance with law and within a stipulated period of time.

Considering the submissions made by the learned counsels appearing for both sides, on a careful examination of the background facts and taking into consideration the limited nature of the grievance involved in the present writ application, this Court deems it proper to dispose of the writ petition at the stage of admission by directing the sole Opposite Party to take a final decision on the arrear salary bill submitted by the Principal dated 26.09.2025 at Annexure-1, strictly in accordance with law and the rules applicable to the case of the Petitioner within a period
Page 3 of 3. of six weeks from the date of communication of a certified copy of today’s order by the Petitioner. The final decision so taken be communicated to the Petitioner within ten days thereafter. In the event it is found that the Petitioner is entitled to the arrear salary as per the bill under Annexure-1 and in the absence of any other legal impediment, the Opposite Party shall do well to take necessary steps for disbursal of such salary in favour of the Petitioner within four weeks from the date of taking such decision.
7. With the aforesaid observations and directions, the writ application stands disposed of.
8. Issue urgent certified copy of this order as per Rules.
