Also heard Mr. J Chutia, learned Standing counsel, KAAC, appearing for the opposite party Nos. 1, 2 & 3, Mr. U K Goswami, learned counsel appearing for the opposite party No. 4, Mr. S Bhuyan, learned counsel appearing for the opposite party No. 5 and Mr. F U Borbhuiya, learned counsel for the opposite party No. 6. 2. The present Interlocutory Application has been instituted by the applicant, praying for impleading the President of the Governing Body as well as the Chairman of the Departmental Promotion Committee, as party respondents in the connected writ petition, being WP(C) No. 2237/2025. Page No.# 4/5 3. It is seen that the writ petition was so instituted, assailing the selection of the respondent No. 6 as Head Assistant in Diphu Government College. Such selection is found to have been so made by the Departmental Promotion Committee and thereafter, on approval of such recommendations made by the Governing Body of the college, the respondent No. 6 was recommended for appointment as Head Assistant. 4. The applicant has further submitted that inadvertently, the President of the Governing Body as well as the Chairman of the Departmental Promotion Committee of the college, were not arrayed as respondents in the connected writ petition and accordingly, the present Interlocutory Application has been filed. 5. Heard the learned counsel for the parties and also perused the materials available on record. 6. On considering the contentions raised in the Interlocutory Application and also appreciating the submissions made by the learned counsel for the parties, this Court finds that the parties sought to be impleaded in the connected writ petition as party respondents are necessary and proper parties to the said proceeding and would facilitate a proper and due adjudication of the issues arising therein. 7. Accordingly, the applicant is permitted to implead; “(i) The President to the Governing Body, Diphu Government College, Diphu, P.O. Diphu, District-Karbi Angalong, Assam, Pin-782460, and (ii) The Chairman, Departmental Promotion Committee, Diphu Government College, Diphu, P.O. Diphu, District-Karbi Anglong, Assam, Pin-782460”; as party respondent Nos. 8 & 9, respectively, in the connected WP(C) No. 2237/2025. Page No.# 5/5 8.
