Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased topleased to issue an order, direction or writ, more particularly one in the nature of writ of Mandamus, declaring the action of Respondents in not releasing the sanctioned scholarship amount Rs. 52,50,000/- (Fifty two Lakhs fifty thousand) under Videsi Vidhya Deevana (Ambedkar Overseas Videshi Vidya Nidhi) vide proceedings .No. 51/C/2025- 2023002652, dated 24.02.2026 and Application No.2023002652, as wholly illegal, arbitrary, devoid of the principle of the natural justice, violative of Articles 14 and 21 of the Constitution of India and consequently direct the respondents to deposit the sanctioned scholarship amount to the bank account of petitioners daugher forthwith and pass IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the respondents to pay the sanctioned scholarships of the children of the petitioners, pending disposal of the above Writ petition, and pass Counsel for the Petitioner:

The Court made the following order:
The learned counsel appearing for the petitioner submits that the petitioner is aggrieved by the inaction on part of the respondents in releasing the sanctioned and approved amounts towards the Videsi Vidya Deevena Scheme.
It is submitted that the petitioner was sanctioned and approved financial assistance for pursuing education abroad. It is submitted that the 3rd respondent was required to release the outstanding amount in four installments and that, except for the payment of Rs. 1,55,809/- released on 18.01.2024, the respondents have failed to release the outstanding approved amount of Rs.52,50,000/-. 2. The learned counsel appearing for the petitioner further submits that the Vice Chairman and Managing Director of the A.P Technical Classes Co-operative Finance Corporation, on 24.02.2026, accorded sanction for an amount of Rs. 35,00,000/- to be transferred to the account of the petitioner and that a further amount of Rs. 17,50,000/- was also sanctioned to be credited to the petitioner's account. It is submitted that the said amounts have not been credited to the petitioner’s account till date. 3. The learned Government Pleader appearing for the respondents submits that the amounts were required to be released by uploading necessary details on the CFMS portal. However, on account of non- availability of funds, the same could not be released. 4

Considering the above submissions and also the fact that there is no dispute with regard to the eligibility of the petitioner and the sanction accorded by the respondent authorities, the Writ Petition is disposed of, directing the respondent authorities to verify the claim of the petitioner and release the approved and sanctioned amount within a period of eight (08) weeks from the date of receipt of a copy of this order. 5. Accordingly, the Writ Petition is disposed of. There shall be no order as to costs.
