The grievance of the petitioner is that respondent No.4-Tahsildar has issued an endorsement at Annexure-E dated 03.10.2025, declining to enter the name of the petitioner in the revenue records while pointing out that the Khata stands as "thoti inam". - 3 - HC-KAR NC: 2026:KHC:19597 WP No. 1374 of 2026 3. Learned High Court Government Pleader submits that when it is clear that the RTC in column No.9 reflects the name "thoti inam", it would be impermissible for the Tahsildar to accept the claim of the petitioner and enter the name of the petitioner without the name "thoti Inam" being removed from the RTC in a manner known to law. 4. Learned counsel for the petitioner submits that the handwritten RTCs produced at Annexure-A series reflect the name of the petitioner's father, Sri M. Rama Reddy, and therefore, the petitioner having succeeded to the estate of late Sri M. Rama Reddy, the petitioner is entitled to have his name entered in the revenue records. 5. On hearing the learned counsel for the petitioner and the learned High Court Government Pleader and on perusing the petition papers, this Court is of the considered opinion that there is substance in the submission made by the learned High Court Government Pleader. So long as the revenue records reflect the name "thoti inam", the petitioner cannot seek to enter his name in the revenue records unless - 4 - HC-KAR NC: 2026:KHC:19597 WP No. 1374 of 2026 the name "thoti inam" is removed from the RTC in a manner known to law. 6. With these observations, the writ petition stands disposed of. Learned High Court Government Pleader is permitted to file memo of appearance within a period of four weeks from today.
