In this writ petition, the petitioner has prayed for the following reliefs:- “(i) For issuance of appropriate writ(s)/order(s)/direction(s) particularly a writ in the nature of Certiorari for quashing and setting aside the 2026:JHHC:75 2 Penalty Order dated 13.11.2025 (Annexure-6) passed under Rule 16 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965 by the Deputy Commissioner, KVS Regional Office, Ranchi (Respondent No.3). (ii) For issuance of appropriate writ(s)/order(s)/direction(s) particularly a writ in the nature of Certiorari for quashing and setting aside the Memorandum dated 10.10.2025 containing Articles of Charge issued by the Deputy Commissioner, KVS Regional Office, Ranchi (Respondent No.3). (iii) For issuance of appropriate writ(s)/order(s)/direction(s) particularly a writ in the nature of Certiorari for quashing and setting aside the Inquiry proceedings dated 15.03.2025 (Annexure-4 (iii)) conducted by the Internal Complains Committee and for a further direction to the respondents to reinstate the petitioner with full dignity and pay all consequential benefits including arrears of salary and allowances.” 3. Admittedly, the petitioner is a Principal in Kendriya Vidyalaya Sangathan (KVS). 4. Any service dispute in respect of Kendriya Vidyalaya Sangathan is amenable to the jurisdiction under Central Administrative Tribunal (CAT). 5. The Hon’ble Supreme Court very recently in case of “Leelavathi N. and Others Vs. State of Karnataka & Ors” reported in 2025 SSC Online SC 2253 has held that if there is a Tribunal and the disputes comes with the domain of the Tribunal, the petitioner should approach the Tribunal, other than approaching this Court. 6. Considering the aforesaid judgment and also the fact that the Central Administrative Tribunal is the appropriate authority to redress the grievance of the petitioner, I am not inclined to entertain this writ petition. 7. The petitioner is directed to approach the Central Administrative Tribunal for redressal of his grievance. 8. With the aforesaid observations, this writ petition stands disposed of.
