ORDER:
The present Writ Petition is filed questioning the order dated 14.08.2026, vide Rc.No.Spl-2/DEO/2026, issued by the District Educational Officer, YSR Kadapa District, the 3rd respondent herein, as illegal and arbitrary. 2. The petitioner is working as a Secondary Grade Teacher in M.P.P. School, Ahobilapuram Village, and is a member of the Young Minded Scientific and Realistic Teachers Association.
While so, the petitioner states that he has been rendering his services for a substantial number of years without any adverse remarks. On account of the TET being made mandatory for in-service teachers also, the petitioner, as part of his efforts, went to Delhi to meet the Union Minister for Education on 13.08.2026 to seek exemption from the TET Eligibility Test. As he could not meet the Union Minister for Education, he submitted a representation seeking exemption from the TET Eligibility Test and returned on 13.08.2026. 3. While so, on 14.08.2026, the 3rd respondent issued the impugned proceedings on the ground that the petitioner had participated in and proceeded with the delegation concerning alleged irregularities in DSC recruitment and had participated in submitting representations before the Central Government and other authorities. Further, the information was circulated through a WhatsApp group of which the petitioner is a member. The petitioner submitted his explanation on 22.08.2026, stating that he had not

committed any misconduct and that his visit to Delhi was purely to seek exemption from the TET and that he had not been involved in any political activities. 4. The learned Government Pleader for Services-III would submit that the petitioner was actively involved in making allegations against the State Government at the behest of political leaders and was raising unnecessary demands regarding the selections effected through DSC-2025. The petitioner, being a Government servant, ought not to have participated in such programmes. As the acts of the petitioner were contrary to the C.C.A. Rules, 1965, he was placed under suspension. 5. Heard the learned counsel for the petitioner and the learned Government Pleader for Services-III appearing for the respondents. 6. The petitioner had submitted a representation explaining his innocence and stating that he had not participated in any political activities and that the purpose of his visit to meet the Union Minister for Education was only to seek exemption from the TET Eligibility Test.
7. As the issue is factual in nature, it would be appropriate for the respondent authorities to examine the representation of the petitioner and pass appropriate orders with regard to the impugned order of suspension. 8. Accordingly, the Writ Petition is disposed of with a direction to the respondent authorities to examine the representation of the petitioner dated

22.08.2026 and pass appropriate orders within a period of four (4) weeks from the date of receipt of a copy of this order. No order as to costs. As a sequel, miscellaneous applications, if any, pending in this Writ Petition shall stand dismissed. _______________________ JUSTICE NYAPATHY VIJAY
