The petitioner claims to be the owner of certain plots of land which are being illegally and arbitrarily used by the Eastern Coalfields Limited without payment of compensation or offer a job. 2. It has been mentioned in the writ petition that when the petitioner visited the office of the Eastern Coalfields Limited for processing his prayer for getting the job, he was severely beaten up by the employees of the Eastern Coalfields Limited. The petitioner reported the matter before the police; no action is alleged to be taken. 3. Learned advocate for the petitioner submits that a departmental enquiry may be directed to be conducted against the persons who beat up the petitioner. 4. Learned advocate representing the Eastern Coalfields Limited submits, upon instruction that, certain portions of land of the petitioner are admittedly being used by the Eastern Coalfields Limited. The 2 prayer of the petitioner for grant of compensation/job is under process before the authority. 5. Upon hearing the submission made on behalf of both the parties, it appears that the petitioner was unable to place his case before the authority for the reasons best known to him. 6. On a perusal of the documents annexed to the writ petition, there is nothing on record to suggest that the prayer for departmental enquiry was ever made by the petitioner before the Eastern Coalfields Limited. 7. The authority is already processing the claim of the petitioner for compensation/grant of employment. 8. The Eastern Coalfields Limited shall take necessary steps to dispose of the petitioner’s prayer. 9. It will be open for the petitioner to file comprehensive representation highlighting his prayers before the authority. 10. In the event such representation is filed, the same shall be considered by the authority in accordance with law, after giving reasonable opportunity of hearing to all the necessary parties and by passing a reasoned order at the earliest. 11. The instruction forwarded by the Unit Land Dealing Officer, Mohanpur Colliery filed in Court today by the learned advocate representing the Eastern Coalfields Limited be retained with the records. 12.
