The present challenge has been preferred against an order dated December 16, 2025 passed by the First Bench, West Bengal Land Reforms and Tenancy Tribunal. 2. Learned counsel for the petitioners submits that although in the supplementary affidavit filed in the Tribunal, it was 2 submitted that unless an order be passed by the Tribunal directing the Block Land & Land Reforms Officer (BL & LRO), Madpur-2, to produce the 7A Form of Sk. Abdul Kalam before the Tribunal, the petitioners shall suffer irreparable loss and injury, no such direction was issued by the Tribunal on the BL & LRO. 3. However, we find from the impugned order that no substantive rights of any of the parties have been decided thereby. The Tribunal merely recorded receipt of a copy of the report filed by the BL & LRO and granted an accommodation to the learned Advocate for the petitioners themselves to come prepared with necessary instructions on the next date fixed. 4. We do not even find any application before the Tribunal seeking specifically any order or direction on the BL & LRO to produce the 7A Form or any other records. 5. Accordingly, in the opinion of this Court, the present application under Article 226 of the Constitution of India is not maintainable at all, since no rights of any of the parties has been infringed. 6. Accordingly, WPLRT No. 15 of 2026 is dismissed on contest without any order as to costs. 3 7. However, nothing in this order shall preclude the petitioners to take out an appropriate application before the Tribunal praying for a direction on the BL & LRO, Madpur-2, to produce 7A Form of Sk. Abdul Kalam, if otherwise entitled in law. 8. If such an application is filed, the Tribunal will be at liberty to decide the same on its own merits, upon giving opportunity of hearing to all interested parties. 9.
