ORDER (20.02.2026)
01. Inhabitants of Village Ghari, Nilman Shakriyal and Kathure-Kumate, Tehsil Rajgarh, District Ramban, through Mr. Mohd Ali, has invoked writ jurisdiction of this Court, by adopting a resolution dated 11.02.2026, authorising him to approach this Court and seek direction upon respondent Nos. 4 & 5 to complete construction work of Motorable Link Road L102 (Karol Kumate road km 26 to Ghari) having 2.8 Kilometer Length thereby connecting the unconnected habitation Gahri with further direction upon respondent Nos. 4, 5 & 6 to pay the visit personally along with the Team of Expert Engineers for verifying the Survey of Motorable Link road L085 (Gahri to Kathure Via Nilman, Shakrial) in order to settle the grievance of the inhabitants and to restrain the respondents from proceedings with the construction work of link Road from Natna Point to Karol-Kumate road toward habitation Kandloo and Trali owing to reason that there is no sanction or proposal, and these two habitations are not fulfilling the criteria for road under PMGSY Scheme.

Learned counsel for the petitioner submits that the petitioner shall be satisfied, if this petition is disposed of, at this stage with a direction to Deputy Commissioner, Ramban and Superintending Engineer, PMGSY Circle, Batote, District Ramban, to look into the grievance, as projected in this petition and stick to the alignment settled as per the DPR without any deviation under any extraneous pressure.

Learned counsel for the respondents who are present before this Court submit that the respondents are not averse for the consideration of the matter, as prayed for, by the learned counsel for the petitioner.

In view of the pleadings and submissions made by learned counsel for the petitioner, this petition is disposed of at this motion stage, with a direction to respondents- No. 4-Superientending Engineer, PMGSY Circle Batote, and respondent No. 6-Deputy Commissioner, Ramban to consider the representation that the petitioner has already made to respondent No. 6 on 18.08.2025, annexed as Annexure -IV with this writ petition.

The representation shall be considered by the concerned authorities and petitioner shall also be heard personally, before proceedings further with the proposed construction of Motoable Link L102 (Karol Kumate road km 26 to Ghari) having 2.8 Kilometer Length and Motorable Link road L085 (Gahri to Kathure Via Nilman, Shakrial) having 07 kilometers of length.
06. Petition, is thus, ‘disposed of’ along with connected application(s).
