2. Since common questions of facts and law are involved in these petitions, therefore, these are being heard and decided together. However, for the sake of brevity and convenience, facts of Writ Petition (MS) No. 655 of 2023, alone are being considered and discussed.
3. According to the petitioner, he was awarded contract for civil construction by Irrigation Department in the year 2016; he completed the work to the satisfaction of the concerned authority well within time; but, payment due for that work has not been released to him so far.
4. By means of Writ Petition No. 655 of 2023 (MS), petitioner has sought the following reliefs:

“i) Issue a writ, order or direction in the nature of mandamus, directing the respondent authorities to make the payment of the petitioner due to him (As shown in Annexure no. 4 to the Writ Petition), as the work has been completed under the Contract Bond Nos. 92/E.E./2015-16 dated 20.01.2016 and 93/E.Ε./2015-16 dated
20.01.2016.
ii) Issue a writ, order or direction in the nature of mandamus, directing the respondent authorities to pay interest @12% per annum on the outstanding amount from the date when it fell due.”
5. Learned State Counsel submits that writ petition was filed in 2023 and payment must have been released by now.
6. Since there is no clarity as to whether payment has been released to the petitioner or not, therefore, writ petitions are disposed of with liberty to petitioners to make representation to the Competent Authority, if payment has not been released.
7. If petitioner makes representation within three weeks, decision thereupon shall be taken by the Competent Authority, as per law, within three months thereafter.
