UKHC010121072023 2026:UHC:7418 SL. No. Date Office Notes, reports, orders or proceedings or directions and Registrar’s order with Signatures COURT’S OR JUDGE’S ORDERS WPMS/2134/2023 Virendra Singh --Petitioner Versus State of Uttarakhand and others --Respondents Hon'ble Manoj Kumar Tiwari, J. Mr. Suresh Chandra Bhatt, Advocate for the petitioner. 2. Mr. Rakesh Singh Kunwar, Additional Chief Standing Counsel for the State of Uttarakhand. 3. Petitioner claims to be Manager of Subhash Memorial Junior High School, Village Thithki Qavadpur, Manglour, Roorkee, Haridwar. The said school is running classes from 6th to 8th standard and is getting financial aid from the State Government. 4. Grievance raised by petitioner is regarding primary school, which is running within the same campus and is reportedly managed by the same Committee of Management. 5. It is contended that since both the schools are managed by the same society, therefore, non-grant of financial aid for primary classes is unjust and arbitrary. UKHC010121072023 2026:UHC:7418 6. Learned State Counsel, however, submits that the primary classes are run in a different school, which is known as S.M. Public Service, while the Junior High School classes are being run in Subhash Memorial Junior High School, which is aided by the State Government. He further submits that the primary school was established in the year 2003; while, the Junior High School was established during academic session 1986-87. 7. After arguing for a while, learned counsel for the petitioner submits that petitioner be permitted to make representation to the competent authority in the State Government. 8. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation to the Secretary, School Education. If he makes representation within three weeks from today, decision on the same shall be taken, as per law, within eight months thereafter.
