It is stated that the applicant suffered a paralytic attack and, owing to his medical condition, was unable to contact his counsel, resulting in the delay. 4. Considering the reasons stated in the application, the application is allowed. The delay of 27 days in filing the Second Appeal is hereby condoned. 4. Registry is directed to register the appeal. 5. The appellant, who is the original plaintiff, had instituted a suit seeking compensation and damages. It is the case of the plaintiff that the land owned by him was acquired by the Gram Panchayat, upon which a road was constructed and a well was dug. 3. The said suit came to be dismissed by the Trial Court. The appeal preferred by the plaintiff was also dismissed by the Appellate Court. 4. The defence of the Gram Panchayat is that the suit land was not acquired by the Gram Panchayat, but by the Government. Therefore, according to the Gram Panchayat, it is not responsible for the acquisition of the land and no compensation can be claimed from the Gram Panchayat. 5.
