Rights in Land and Pattadar Pass Books Act, 1971, and violative of Articles 14, 19, 21, and 300-A of the Constitution of India (b) Consequently, direct Respondent No. 4 to mutate the name of 1st Petitioner in all revenue records (1B/Adangal) and issue Pattadar Pass Book cum Title Deed for Ac. 4.85 cents in Sy. GP FOR REVENUE The Court made the following order: Heard Mrs. S.Sravana Sandhya, learned counsel for petitioners and Sri Divya Teja, learned Assistant Government Pleader for Revenue for respondents 1 to 4. 2. The grievance of the petitioners is that the 4th respondent is not considering the representations dated 16.08.2024 (Ex.P7), 11.11.2024 (Ex.P8), 22.09.2025 (Ex.P9), and the application made through the VRO’s portal vide Application No.FPLM232910037571 dated 06.02.2026 (Ex.P10), to update the Record of Rights and issue Pattadar Passbook and Title Deed in respect of Ac.2.15 cents in Sy.No.976/1 and Ac.2.70 cents in Sy.No.976/1A, totalling Ac.4.85 cents, 88 Gadanki Revenue Village, Pakala Mandal, Tirupati District. 3. Learned counsel for the petitioners would submit that the petitioners made representations vide Exs.P7 to P9 and thereafter made an application through the VRO’s portal vide Ex.P10, to update the Record of Rights and to issue a Pattadar Passbook and Title Deed in respect of the aforementioned property. However, the 4th respondent has not considered the same. 4. Learned Assistant Government Pleader for Revenue would submit that if the petitioners make an application under Form VI-A, as contemplated under Rule 18(2) of the Andhra Pradesh Rights in Land and Pattadar Pass Books Rules, 1989, by annexing all the relevant documents, the 4th respondent will consider the same and pass appropriate orders. 5. In reply, learned counsel for the petitioners would submit that the petitioners will make an application under Form VI-A as per Rule 18(2) of the Andhra Pradesh Rights in Land and Pattadar Pass Books Rules, 1989 by annexing all the relevant documents. 6. Given the facts and circumstances of the case, without going into the merits of the matter, the writ petition is disposed of, at the stage of admission, with the consent of learned counsel appearing on either side, giving liberty to the petitioners to make an application under Form VI-A, as per Rule 18(2) of the Andhra Pradesh Rights in Land and Pattadar Pass Books Rules, 1989, to the 4th respondent by annexing all the documents. If such an application is made, the 4th respondent shall strictly adhere to the procedure contemplated under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971 and the Rules made thereunder and pass appropriate orders as expeditiously as possible. There shall be no order as to costs.
